Elk permit allocations, applicant eligibility and permit issuance
General elk permits are for residents of Nebraska only. Landowner permits are available to residents or nonresidents who own or lease sufficient agricultural acreage in areas designated as an elk zone. Permits are not transferrable. Landowner permits are issued using preference points. Applicants with the most points are issued permits. General permits are issued by drawings. Draw odds for general bull permits average 20:1. Draw odds for cow permits average 6:1. General applicants who apply for bull permits earn bonus points that improve draws odds in future years. Landowners in most units need 3-8 preference points to draw a bull permit.
